As a related approach, mini (A-series) engine strip and rebuild shifted and tightened the pulley bolt by either a sturdy plate inserted to lock the flywheel ring gear against the housing in place of the starter motor, or in the instance seen, an old big-end shell did the job and able assistance of a nice beefy 3ft breaker bar and the world of difference in ability to budge things with 1/2" drive over 3/8".
